A transaction's root transaction manager is promoted to MSDTC, and the transaction is otherwise enlisted as durable. Once the transaction is promoted, the resource manager is suspended. Any operations that the resource manager wants to perform after this point that require promotion are suspended. Any subsequent operations that the resource manager performs that require promotion are blocked.
