BepInEx does not come with any tools by itself, but installing Mod the Gungeon API (via through manual installation or via a mod manager) gives you access to a debug console that lets you run a lot of different commands, including spawning items, altering your stats, spawning enemies, godmode, instant room clear, full map view, teleporting to other floors and many other commands.
Alternatively, you can launch Skyrim through a mod manager and force Steam to only update your game when it launches. Since you'll be using a mod manager, you technically never launch the game through Steam, resulting in your game never updating. Here's the process:

Quarkus bootstrap includes a Maven resolver implementation that is used to resolve application runtime and build time dependencies. The Quarkus Maven resolver is initialized from the same Maven command line that launched the build, test or dev mode. Typically, there is no need to add any extra configuration for it. These options are used in the server launch command. There are server settings, and startup arguments. Server settings start with a ? character and can be appended directly after one another, whereas startup arguments start with a - character and have to be noted separately.
