The carrier frequencies between 290 and 310 MHz are allocated to scientific and educational use. However, the ARRL band plan allows operation on this band only if the modulator is placed on the carrier frequency.
For example, the 2 meter band is tighter on the Wasatch Front than elsewhere, and much more active than other parts of the country. This translates to more local coordination of both repeater and field operation. This will result in slightly more channels to either side of the repeater inputs being allocated to local use, but it is certainly not enough to warrant a national band plan.
You may wonder why the local plan for the 2 meter band is so tightly banded. There are two major factors: first, repeater signals are often in the same frequency range as local thermal noise, so repeater input frequencies are free of substantial local interference. Secondly, because repeater output frequencies are spaced 600 kHz apart, the localites only have to hear the first 200 kHz of one another, which is less than the maximum frequency offset allowed for the repeater inputs.

Radio stations may be incompatible with one another if they are operating on the same frequency and in the same mode of operation. For example, the FCC has defined the amateur radio service as using frequencies from 30 kHz to 300 kHz, and all of the amateur radio frequencies from 30 kHz to 10,500 kHz are used for voice communication. At the same time, any station that is not using 10 kHz for voice communication will be outside the 10 kHz amateur radio band.
